I dont really think you can get moved up if they are not willing,have you had a word about how you dont feel challenged in this class and feel you are wasting your time going over stuff you allready know?
If they refuse,would it be an option to apply to start a level 2 somewhere else then quit this one?

Well the reason I'm on level 1 is because I have no qualifications at all, but I was told I'd be moved up almost instantly because of what my predicted grades where at school, but it hasn't happened. So I don't think starting level 2 somewhere else would work.

And I've spoken to all my tutors and they just say they've told my course tutor and she said no..

Can't you go to someone higher up e.g. a course/college leader and speak to him/her? If you're doing well, that should be recognised. Also, can you directly ask your course tutor what their justification is for not moving you up? I would just say you're keen to progress and whatever it is that you're not doing in order to achieve that (e.g. moving up) you want to rectify, so you need to know what's preventing you from moving on.
