I've decided that it's the last decade as Monty Python wins hands down.

I know this wasn't in the last decade, but since I really don't know any other comedies besides Monty Python, I have to say Fawlty Towers. John Cleese is a master. Oh, and the Black Adder. I love Rowan Atkinson
HE has all the answers

The wait for that perfect someone may be long and painful, but the payoff lasts even longer, and is the most painless thing in the world.

Im shocked - its the comedy set in an office with Ricky Gervais - its really really funny. But not as much as Alan Partridge.
